Delhi: The Delhi government has announced a complete ban on construction activities across the city from December 10 to January 20 as part of its winter air-pollution control measures. Chief Minister Rekha Gupta said the 42-day restriction is aimed at preventing construction-related dust from worsening Delhi’s air quality during the pollution-prone winter months.

The government plans to closely monitor construction sites, particularly those measuring more than 500 square metres, using the Dust Portal and AI-powered cameras. The move comes after authorities found that construction work continued at some locations during the previous winter despite restrictions under the Graded Response Action Plan (GRAP).

AI Cameras to Track Construction Sites

According to the chief minister, construction sites will be monitored in real time this winter to prevent operators from carrying out work despite the ban. She said that during the previous winter, some construction activities reportedly continued behind protective covers even when GRAP restrictions were in place.

Under the new monitoring system, AI-enabled cameras will track sites and generate alerts when potential violations are detected. These alerts will be forwarded to the government’s Control and Command Centre, allowing officials to take action more quickly.

The enforcement process may include notices, warnings and fines against those found violating the restrictions. The government has also asked residents to report construction activity taking place during the ban to the Municipal Corporation of Delhi (MCD), their local MLA or the chief minister.

How Delhi’s Dust Portal Will Help

The Delhi government introduced Dust Portal 2.0 in July to improve monitoring of dust pollution from construction and demolition activities. Developed by the Delhi Pollution Control Committee (DPCC), the system combines digital monitoring tools with on-ground enforcement.

The portal uses GIS mapping, 360-degree PTZ cameras, PM10 and PM2.5 sensors and AI-based analytics to track compliance at construction sites measuring 500 square yards or more.

It can also classify pollution-related alerts into yellow, orange and red categories, helping authorities identify sites that may require immediate intervention. The platform supports digital compliance certificates and enforcement notices when violations are identified.

The restriction is expected to temporarily affect construction and related activities across Delhi during a period when air pollution typically becomes a major concern. Construction dust is one of the sources authorities target when implementing measures to reduce particulate pollution.

For developers, contractors and construction workers, the ban means construction schedules may need to be adjusted ahead of the December 10 start date. Projects operating in Delhi will also need to comply with the government’s directions to avoid enforcement action.

At the same time, stronger digital surveillance could make it harder for construction activities to continue unnoticed during the restriction period.

The Delhi government is expected to step up monitoring as the ban comes into effect, with AI-enabled cameras and the Dust Portal playing a key role in identifying violations. Officials will be able to use alerts and site-level data to initiate enforcement action.

Residents will also have a role in reporting violations. The government has urged people to flag construction work that continues despite the ban so that authorities can investigate and take appropriate action.
