Noida Authority 223rd Board Meeting, Faster Registries for Stalled Projects

Noida: The Noida Authority approved a series of major decisions during its 223rd board meeting held on September 5, 2026, at the Authority’s administrative building in Sector 96. Chaired by Noida Authority Chairman Deepak Kumar, the meeting focused on stalled real estate projects, civic infrastructure, financial planning, waste management, renewable energy and urban mobility.

Among the most important decisions was the approval of the Standard Operating Procedure (SOP) for the One-Time Lease Rent–Corpus Fund (OTLR-CF). The Authority also decided to accelerate registrations in stalled housing projects after recovery of outstanding dues. At the infrastructure level, the board cleared plans for a 100-tonnes-per-day waste-to-energy plant in Sector 145, solarisation of the Noida Expressway, smart street lighting and new EV charging facilities.

The Authority said the corpus fund will provide a long-term financial mechanism for essential civic services, including water supply, sanitation, public health and infrastructure maintenance. The approved SOP will establish procedures for monitoring, managing, investing and utilising the income generated through lease-related payments.

The board also reviewed the implementation of measures for legacy stalled real estate projects under the government order issued on December 21, 2023.

The Authority has issued notices to 23 stalled projects, asking them to clear the remaining 75% of their outstanding dues. Registrations are being allowed in proportion to the payments received from developers. So far, 36 projects have deposited ₹540.75 crore, while collections including other partial payments have reached ₹561.35 crore.

For homebuyers caught in long-delayed projects, faster recovery and registration could provide a significant step towards resolving years-old property-related issues. Officials have been instructed to increase recovery efforts and speed up the registration process wherever dues have been cleared.

The board also approved the formation of a committee to develop a uniform policy for industrial units in Noida and Greater Noida. The proposed framework will examine matters such as conversion charges and other regulatory issues in line with the Unified Regulations, 2025.

Separately, around 13,347.18 square metres of land in Sector 153 has been earmarked for the Gautam Buddh Nagar Police Commissionerate office. The move is expected to support the development of dedicated administrative infrastructure for the district police.

The Authority also approved compensation of ₹6,459 per square metre for farmers as part of its land-related decisions.

Noida is also set to expand its waste management infrastructure with a proposed 100 TPD waste-to-energy plant in Sector 145. The facility is intended to process municipal waste while supporting the generation of energy from waste.

The Authority further approved an expansion of the city’s Smart LED Street Light Project. Around 76,366 LED street lights, including the remaining lights under the project, will be managed through smart control panels. Another 1,200 street lights are planned along the expressway.

The existing nursery in Sector 8 will also undergo redevelopment to create a more modern and self-sustaining facility, strengthening the Authority’s horticulture and green-space operations.

Renewable energy and electric mobility also featured prominently in the board’s decisions. The Authority approved a plan to solarise the Noida Expressway, along with the installation of a 2.4 MW Battery Energy Storage System (BESS).

To promote cleaner public transport, Noida will introduce five electric buses and 10 EV charging stations. The additional charging infrastructure is expected to support the gradual expansion of electric mobility across the city.

The approved projects will now move towards implementation through the concerned departments and agencies. Tata Projects has been given a 30-month timeline for completing the entire scope of work associated with the approved infrastructure initiatives.

The decisions collectively signal a wider infrastructure push by the Noida Authority, combining efforts to resolve stalled housing and registration issues with investments in waste management, smart civic infrastructure, renewable energy and electric transportation.
