New Noida Project to Have Three Work Circles as Authority Speeds Up Land Acquisition

Noida Authority has planned three work circles for New Noida, also known as DNGIR, while deploying field staff and engaging farmers to accelerate land acquisition and urban development. Key Highlights:

  • New Noida will have three work circles numbered 11, 12 and 14.
  • Three lekhpals have been deployed to survey land and prepare reports.
  • The Authority has discussed land acquisition, compensation and rehabilitation provisions with farmers.

The Noida Authority has decided to establish three new work circles for the New Noida project, officially known as the Dadri-Noida-Ghaziabad Investment Region (DNGIR). The decision, announced on Thursday, is intended to streamline administrative work, facilitate land acquisition and accelerate the development of new urban sectors in the region.

The new work circles will be numbered 11, 12 and 14, extending the existing administrative structure beyond the 10 work circles covering Old Noida. Interestingly, the Authority has skipped work circle number 13, although officials have not provided a specific explanation for the decision. Noida also does not have a Sector 13.

As preparations for the New Noida project gather pace, the Authority has deployed three lekhpals to survey land in the proposed development area and prepare reports. The field-level work is expected to support the land acquisition process and help officials assess the land required for the project.

The Authority has also assigned responsibilities to two general managers for the new development. Additional responsibilities are expected to be given to senior managers and managers to strengthen coordination and speed up administrative work related to land acquisition.

The Authority recently held meetings with farmers and gram pradhans from Dadri and Bulandshahr to explain the proposed development and the land acquisition process. The discussions provided an opportunity for residents to raise questions about the project’s implementation and its potential impact on their land and livelihoods.

Mahima, an Officer on Special Duty (OSD) overseeing the project, said farmers raised concerns during these meetings, including questions about the acquisition procedure and the future of places of worship in the affected areas. She said officials explained the Rehabilitation and Resettlement (R&R) provisions intended to help affected families rebuild their lives and livelihoods.

Separately, Kranti Shekhar, OSD at the Noida Authority, confirmed the decision to create the three work circles as part of efforts to advance the project.

The Authority’s latest administrative measures follow a compensation-related decision taken last month. According to officials, the land acquisition compensation rate was increased by 53% for the category under which eligible farmers are also entitled to receive a 5% developed plot.

Compensation and rehabilitation arrangements are important aspects of large-scale urban development projects, particularly where agricultural land is acquired. Clear communication about eligibility, payment terms and resettlement provisions can help address concerns among landowners and support the acquisition process.

The immediate focus will be on land surveys, administrative coordination and further engagement with farmers in the proposed development area. The deployment of field staff and assignment of responsibilities to senior officials are intended to help the Authority move the acquisition process forward.

Further progress will depend on the completion of surveys, the implementation of applicable acquisition and compensation procedures, and the resolution of concerns raised by affected landowners. As the New Noida project advances, updates on land acquisition, sector planning and rehabilitation arrangements will be important for farmers, prospective investors and people tracking development across the Dadri-Noida-Ghaziabad region.
