NLMC to Auction 5.119-Acre HIL Land Parcel in Delhi at a Reserve Price of ₹829.69 Crore

The government-backed NLMC has initiated an online auction of HIL India's 5.119-acre industrial land in Delhi, offering developers an opportunity to explore redevelopment potential.

  • NLMC has fixed a reserve price of ₹829.69 crore for the 5.119-acre land parcel.
  • Located in Najafgarh Industrial Area, the property has connectivity to Delhi Metro’s Green Line.
  • The land offers potential for FSI up to 400 under applicable TOD provisions, subject to approvals.

Delhi: The National Land Monetisation Corporation (NLMC) has started the process of selling a 5.119-acre land parcel owned by HIL (India) in Delhi through an online auction. The property has been offered at a reserve price of ₹829.69 crore, as the government continues its efforts to unlock the value of surplus and underutilised land owned by Central Public Sector Enterprises (CPSEs).

The land is situated in the Najafgarh Industrial Area along Rohtak Road, Shivaji Marg, and has approximately 140 metres of road frontage. Its proximity to the Delhi Metro Green Line and potential for higher-density development make it an asset of interest for eligible developers and investors. The proposed auction is the third such sale publicly advertised by NLMC within the last two months.

To familiarise interested participants with the property and bidding requirements, NLMC organised a pre-bid meeting in New Delhi on Tuesday. Representatives from NLMC, HIL (India) and CBRE India, the transaction advisor, attended the meeting and addressed queries concerning the auction process, eligibility conditions, property details and bid submissions.

One of the key attractions of the property is its development potential under Transit-Oriented Development (TOD) provisions.

According to the auction details, the land can potentially support a Floor Space Index (FSI) of up to 400, subject to applicable statutory conditions and necessary approvals. The property is currently designated for industrial use, although land-use conversion may be permitted under the relevant regulations.

Its location near the Delhi Metro Green Line could make it relevant for developers exploring transit-linked commercial or other permissible developments. However, the actual development potential will depend on land-use permissions, planning regulations and approvals from the concerned authorities.

Speaking about the proposed auction, NLMC Chief Executive Officer Rohan Chand Thakur said the government has given considerable importance to monetising surplus and underutilised land assets belonging to Central Public Sector Enterprises.

He noted that advertising three e-auctions within two months reflects the corporation’s continued efforts to turn this policy priority into tangible outcomes. According to him, the objective is to unlock the economic value of public assets through transparent and competitive bidding while encouraging their productive use.

Thakur also highlighted the strategic location and development potential of the HIL land parcel, adding that the pre-bid meeting was organised to provide prospective participants with clarity about the property and the auction conditions.

HIL (India) Chairman and Managing Director Kuldeep Singh described the land as a significant company asset being offered for outright sale. He said the monetisation exercise would create an opportunity for eligible bidders and developers to participate in its future utilisation and encouraged interested parties to review the auction documents.

The proposed transaction will be conducted through an online e-auction, with the highest eligible bid determining the final sale price.

The auction includes several conditions for prospective participants:

  • Consortium participation: Bidders can participate individually or as part of a consortium comprising a maximum of three members.
  • Bidding increment: Bids must be placed in multiples of ₹1 crore per acre.
  • Earnest Money Deposit (EMD): Participants must submit the required deposit through a bank guarantee or NEFT/RTGS, as specified in the Request for Proposal (RFP).
  • Eligibility: Interested parties must satisfy the conditions mentioned in the auction documents.

During the pre-bid meeting, representatives from the participating organisations also clarified questions about technical and financial bid submissions, eligibility requirements and the overall bidding procedure.

The proposed HIL land sale is part of the government’s broader strategy to monetise surplus assets held by public sector companies. Rather than keeping underutilised land idle, the initiative aims to attract private investment and encourage productive development through transparent market-based transactions.

NLMC is a wholly owned government company operating under the administrative control of the Department of Public Enterprises, Ministry of Finance. It plays a role in facilitating the monetisation of surplus land and building assets belonging to Central Public Sector Enterprises and other government organisations.

The HIL property auction will provide eligible developers and investors an opportunity to acquire a sizeable land parcel in Delhi. The next important steps will be the submission of bids and completion of the online auction process in accordance with the terms specified in the RFP.

For interested participants, reviewing the property’s land-use classification, development restrictions, financial requirements and statutory approval conditions will be essential before submitting a bid.
