Farmhouses Below 2.5 Acres Are Illegal in South Delhi Under MPD 2047

Delhi’s new Master Plan 2047 introduces stricter development norms for residential farmhouses in designated Low-Density Areas. However, the legality of existing properties in Chhatarpur, Satbari, Asola and neighbouring villages depends on the applicable land-use rules and approvals.

Delhi: The newly notified Master Plan for Delhi 2047 has introduced significant changes to the development norms governing residential farmhouses in designated Low-Density Areas (LDAs). The revised framework raises the minimum plot-size requirement for residential farmhouse development in these areas to 10,000 square metres, equivalent to approximately 2.47 acres.

The change has implications for farmhouse buyers, sellers and property owners in South Delhi, where large residential properties are concentrated in areas such as Chhatarpur, Satbari, Asola, Sultanpur, Gadaipur and Jonapur. Properties marketed as farmhouses may have different land-use classifications and approval histories, making it important to establish which planning provisions apply to each parcel.

The Delhi Development Authority (DDA) lists MPD-2047 and its gazette notification on its official website. The new planning framework changes the development controls applicable to designated areas, but the precise implications for an individual property must be assessed against the notified provisions and the property’s existing legal status.

Minimum Plot Size and Construction Restrictions

Under the Low-Density Area framework described in the recent report, residential farmhouse development is subject to the following principal controls:

These provisions represent a shift from the earlier Low-Density Residential Area framework under Master Plan Delhi 2021, which provided for a minimum plot area of 4,000 square metres, or approximately one acre, subject to the applicable regulations.

The revised standards are intended to maintain low-density development through larger plots, restrictions on construction and requirements relating to access roads and open green spaces. However, the applicable controls must be confirmed against the relevant provisions of MPD-2047 for the particular property.

The minimum plot-size requirement should not be interpreted as an automatic declaration that every existing farmhouse below 2.5 acres is illegal.

There is an important distinction between a minimum plot size for new development and the legal status of a property that already exists. A farmhouse may have been constructed under an earlier planning framework, may have sanctioned construction, or may have been developed without the required permissions. These circumstances can lead to different legal outcomes.

The DDA has also published separate regulations concerning the regularisation of existing farmhouses in Delhi. Consequently, claims that all properties below the new minimum are permanently ineligible for regularisation or sanction require verification against the applicable notified provisions.

For buyers and sellers, the critical checks include the property’s land-use classification, title documents, sanctioned building plans, applicable development controls, road access and any relevant court orders or restrictions.

The changes could affect the market for farmhouse properties in South Delhi by increasing the importance of regulatory compliance and the availability of larger, eligible land parcels.

In locations such as Chhatarpur, Satbari, Asola, Sultanpur, Gadaipur and Jonapur, buyers should distinguish between agricultural land, residential farmhouse plots and properties with valid development permissions. The description of a property as a farmhouse in a sale listing does not, by itself, establish that residential construction is legally permitted.

Properties with clear title, compliant land use, valid approvals and access that meets the applicable requirements may be better positioned than parcels whose development status remains uncertain. Nevertheless, the effect on individual property values will depend on location, documentation, permitted use and market conditions.
