Haryana Plans Development on 1.67 Lakh Acres Across 71 Towns

HSVP has launched a large-scale land procurement drive under Digital Haryana, inviting landowners to offer land online for residential, commercial, and institutional development projects across the state.

Haryana Government has initiated one of its largest land procurement and urban expansion exercises under the Digital Haryana mission, targeting the planned development of nearly 1.67 lakh acres of land across 71 towns in the state. The initiative is being carried out through the Haryana Shehri Vikas Pradhikaran (HSVP), which has invited landowners and aggregators to voluntarily offer land through the state’s digital e-Bhoomi portal.

According to the official public notice issued by HSVP, the move is aimed at accelerating planned urban growth while ensuring transparency in land procurement through an online system. The government intends to use the acquired land for the development of residential sectors, commercial hubs, institutional infrastructure, roads, and other urban facilities.

As part of the second phase of the initiative, nearly 47,000 acres are currently under consideration in 17 towns across Haryana. Interested landowners can register and submit land offers through the portal until June 30, 2026.

Major Districts Included in the Development Plan

The proposed land procurement covers several rapidly developing districts and urban regions, particularly areas witnessing strong infrastructure growth and rising real estate activity. These include:

  • Gwal Pahari
  • Pataudi
  • Karnal
  • Kurukshetra
  • Saha
  • Palwal
  • Prithla
  • Jind
  • Fatehabad
  • Sirsa
  • Bhiwani
  • Ganaur
  • Kharkhoda
  • Gohana
  • Bahadurgarh
  • Panipat

Among the identified locations, some regions account for especially large land parcels. The Bahadurgarh region has over 6,355 acres proposed for procurement, while Saha includes around 6,300 acres. Similarly, Gohana has over 5,122 acres, Gwal Pahari around 5,035 acres, and Fatehabad more than 4,157 acres under the plan.

Officials believe these areas are strategically important due to their proximity to industrial corridors, NCR-linked zones, highways, and future infrastructure projects. Regions such as Sohna, Pataudi, Kharkhoda, and Gwal Pahari have already seen increased investor interest in recent years because of connectivity improvements and urban expansion around Delhi-NCR.

e-Bhoomi Portal to Ensure Transparency

The government has emphasised that the land procurement process will remain entirely digital through the e-Bhoomi portal, reducing paperwork and minimising disputes. Landowners and aggregators can directly upload property details, location information, and land-related documents through the platform.

Officials say the portal is designed to create a transparent and consent-based mechanism for land pooling and acquisition. The process is expected to help the government identify suitable land parcels while also allowing landowners to participate voluntarily instead of facing traditional acquisition-related uncertainties.

District-wise contact numbers and support systems have also been provided to assist applicants during the registration and submission process.

Urban planners and real estate experts view the initiative as part of Haryana’s broader long-term strategy to support population growth, industrial expansion, and infrastructure demand. With several NCR-linked cities rapidly expanding, the state government is focusing on planned development to avoid unregulated urbanisation.

The proposed projects are likely to include integrated townships, commercial districts, institutional zones, public infrastructure, green spaces, and civic amenities. Experts believe such initiatives could significantly reshape the urban landscape of Haryana over the next decade, particularly in emerging growth corridors near Gurugram and Delhi.

The move could also create fresh opportunities for real estate development, infrastructure investment, and employment generation across multiple districts. Areas connected to expressways, industrial hubs, and logistics corridors are expected to benefit the most from future development activity.

HSVP has clarified that landowners willing to participate in the scheme must complete submissions before the June 30, 2026 deadline, after which the government will review and process the offers for future planning and development.
