GDA Bulldozer Action in Modinagar: Illegal Plotting Demolished in Rori Village

Subtitle: The Ghaziabad Development Authority has intensified its enforcement drive in Modinagar, demolishing unauthorised plotting, roads, boundary walls and shops while stopping construction at another site.

The Ghaziabad Development Authority (GDA) carried out a demolition drive against unauthorised plotting and construction in Modinagar on September 17, 2026. The action covered a site of around 17,000 square metres in Rori village, where land was allegedly being developed as an unauthorised colony. The authority demolished roads, boundary walls and other structures created as part of the plotting activity.

The enforcement operation also covered unauthorised shops on Mahesh Marg. The action matters for prospective property buyers because unauthorised colonies and plots can involve approval, land-use and construction-related risks. GDA has been conducting enforcement drives against developments that are being carried out without the required permissions.

GDA Acts Against Plotting in Rori Village

According to details released about the action, the disputed development was located behind Mangal Vihar Colony in Rori village, Modinagar, on Khasra Nos. 922, 923 and 924. The area measured approximately 17,000 square metres. Earth-filling work had been undertaken for roads, while RCC roads and boundary walls had also been developed at the site.

The GDA enforcement team demolished these structures during the operation. The authority identified Mukesh Thakur, Gaurav Chauhan, M/s MG Properties, Jitendra Kumar and Sunil Vyas in connection with the development. The authority’s position was that a colony cannot be developed or construction carried out without the required approvals.

Unauthorised Shops on Mahesh Marg Also Demolished

As part of the same enforcement campaign, GDA officials took action against shops constructed on Mahesh Marg. The structures were demolished during the drive as the authority continued its action against construction carried out without the necessary permissions.

For property buyers, the action highlights the importance of checking whether a plot or development has the required planning approvals before making a purchase. Buyers can also verify applicable land-use and project-related permissions with the relevant authorities instead of relying only on advertisements or claims made by sellers.

Construction Stopped in Begambad-Budana

The enforcement team also reached an area near Mahesh Park in Begambad-Budana village, Modinagar. At Khasra No. 884, construction was reportedly being carried out over around 200 square metres.

GDA said pillars were being erected and wall masonry work was underway at the site. The construction was stopped when the enforcement team arrived. The people present at the site could not produce an approved building plan, according to the authority. They were instructed not to resume construction without the required permission.

Police Presence During Demolition

The demolition operation faced resistance from some local builders and colonisers. GDA’s police personnel intervened to control the situation, after which the enforcement proceedings continued.

The operation was carried out with the participation of the Assistant Engineer, Junior Engineer, Enforcement Zone-2 staff, GDA police personnel and the authority’s enforcement squad.

GDA Says Enforcement Will Continue

GDA officials said action against unauthorised construction and colonies being developed without approval would continue. Depending on the nature of violations, the authority may take demolition or sealing action against properties that do not comply with applicable requirements.

The Modinagar action also underlines a practical point for home and plot buyers: before purchasing land in an emerging locality, it is important to verify the applicable development permissions, land use and approved plans with the competent authority. A low-cost plot or attractive property offer does not by itself establish that the development is legally approved.
