Noida Authority Issues Notices to 23 Defaulting Builders Over 75% Dues

• Notices issued to 23 builders over unpaid dues under the stalled-project policy.
• ₹561.35 crore has been deposited through 25% and partial payments across 57 projects.
• Registration of 6,807 out of 21,034 previously unregistered flats has been completed.

Noida: The Noida Authority has issued notices to 23 builders involved in stalled housing projects after they failed to clear the required dues under the government’s policy for completing old stalled projects. The developers have either deposited only the required 25% amount or have outstanding payments that still need to be recovered. The action is aimed at moving stalled projects forward and helping homebuyers complete the registration of their flats.

The policy covers 57 housing projects in Noida. According to the Authority, 36 projects have deposited ₹540.75 crore, representing 25% of their net dues. Another 11 projects have made partial payments amounting to ₹20.60 crore. Four builders accepted the policy but have not deposited any money, while six neither accepted the policy nor made a payment.

The Authority has been directed to take a structured approach towards the defaulting developers. In April, the Noida Authority Board decided that builders who had not deposited the mandatory 25% should first be directed to make that payment. Where the 25% requirement has already been met, the focus is on recovering the balance dues and accelerating flat registrations for eligible homebuyers.

The stalled-project issue has had a direct impact on thousands of homebuyers. Across the 57 projects, 21,034 flats were identified as unregistered. Registration has been allowed in projects where the required 25% payment has been deposited.

As of August 31, 2026, registrations for 6,807 flats had been completed. The Authority has also reported total collections of ₹872.12 crore so far, including 25% payments, partial payments and instalments.

The Authority has identified 21 allottees that have not deposited even 25% of their outstanding dues. Notices were issued to 20 of them on August 12, asking them to make the required payment. The dues of RG Residency Private Limited are currently being recalculated before further action is taken.

The Noida Authority said it is holding registration camps and regular meetings with builders to address pending cases and speed up the registration process. The approach is intended to ensure that projects complying with the payment requirements do not face unnecessary delays in completing registrations.

For homebuyers, the registration process is particularly important because obtaining a registered property document provides formal legal recognition of ownership and can help unlock transactions such as resale or financing, subject to applicable requirements.

The developers named in the Authority’s action include Imperial Housing Ventures, Nexgen Infracon, Laureate Buildwell, Gulshan Homes & Infrastructure, Skytech Construction, Sunworld Residency, Seasons Haven, Gardenia Shelters, JM Housing, Prateek Buildtech, SDS Infratech, Omaxe Buildhome, Aims Promoters, Prateek Infra Projects, JM Infratech, Sunworld Developers, Omaxe Buildwell, Pan Realtors, Greatvalue Projects India, Colorful Estates, Express Builders & Promoters, AVP Buildtech, and Prateek Realtors India.

The Noida Authority is expected to continue pursuing builders that have not met their payment obligations while monitoring projects that have already complied with the 25% requirement. For eligible projects, the priority will remain on recovering pending dues and completing registrations.

The latest action could provide a clearer path for homebuyers in stalled projects, but progress will depend on builders making the required payments and the Authority continuing its monitoring and registration drives.
