Property Registrations Stalled in NCR as Deed Writers’ Strike Hits Homebuyers

Hundreds of homebuyers across Greater Noida, Dadri and Jewar are struggling to complete property registrations after lawyers and deed writers launched a strike against the Uttar Pradesh government’s proposed e-registration system.

The protest, which began on June 10, has disrupted registry operations for nearly three weeks, leaving buyers unable to secure legal ownership of properties despite completing payments and documentation. The issue matters because delayed registrations can affect possession plans, loan disbursements, and legal ownership rights.

Many affected buyers have already paid substantial amounts for their homes and secured housing loans, but the final registration process remains stuck. Registry offices in Greater Noida and nearby areas have witnessed confusion, repeated visits by buyers, and growing uncertainty as no clear timeline for ending the strike has been announced.

In an effort to address concerns, the Inspector General of Registration issued a clarification on June 12, stating that e-registration would not apply to all property documents or sale deeds. According to the clarification, the facility would be limited to deeds executed by government and semi-government agencies under the Uttar Pradesh Online Registration Rules, 2024, and only for specific first-transfer transactions. However, the clarification has not ended the protest.

The ongoing deadlock is creating financial and emotional stress for homebuyers. Manish Dixit, who purchased an Rs 80 lakh flat in Greater Noida’s Beta 2 area with the help of a home loan, said he has made multiple visits to the sub-registrar’s office without success. Similarly, Mamta Katiyar, who planned to move into her new home before her son left for higher studies, said the delay has disrupted her family’s plans after years of living in rented accommodation.

The strike is also affecting buyers who have already completed loan formalities and are preparing to begin EMI payments. Rahul Aggarwal, a Greater Noida-based businessman, said registrations for two recently purchased houses worth Rs 80 lakh and Rs 1.8 crore remain pending despite all paperwork being completed. As EMIs are set to start soon, many buyers fear they will be paying for properties that are not yet legally registered in their names.

Meanwhile, representatives of lawyers and deed writers have defended the protest, arguing that large-scale digitisation could threaten the livelihoods of thousands of professionals involved in the registration process. They claim the proposed system could significantly reduce the role of deed writers and legal professionals without providing adequate safeguards or alternative employment options.

With both sides holding firm, homebuyers remain caught in the middle. Until a resolution is reached between the state government and protesting groups, property registrations across several NCR regions are expected to remain affected, prolonging uncertainty for buyers waiting to complete one of the most important steps in homeownership.
