Sector 92 Power Crisis: Stalled 33kV Switching Station Worries Residents

With summer approaching, residents of Rising Homes in Sector 92 warn of worsening power outages as delays in a long-approved 33kV switching station leave thousands dependent on an overloaded electricity network.

Gurugram: Residents of Rising Homes (Sare Homes) in Sector 92 have voiced growing concern over frequent power outages, blaming prolonged delays in the construction of a proposed 33kV switching station that was meant to stabilise electricity supply in the area.

The housing society currently has around 1,500 occupied flats and over 6,000 residents—a number expected to rise to nearly 10,000 within the next year. According to residents, the community experiences power cuts at least twice daily, along with voltage fluctuations that have already damaged household appliances.

In the absence of the new infrastructure, the society continues to rely on an old and overloaded 11kV network, which residents say is inadequate for the rapidly growing population.

The Residents Welfare Association (RWA) maintains that all major formalities for the switching station were completed nearly a year ago. These include technical approvals, financial clearances, and land transfer. The builder reportedly handed over 400 square yards of land through a registered gift deed and deposited approximately ₹4.65 crore toward electrification charges.

Col (retd) SS Mor, a resident, said the project had received fresh approval earlier this year, with the sanctioned load pegged at over 13,500 kW and contract demand exceeding 15,000 kVA. As per official circulars, the 33kV switching station is to be developed by Dakshin Haryana Bijli Vitran Nigam (DHBVN).

Despite this, residents claim the project has not moved beyond paperwork. The RWA submitted a formal request for work initiation in May 2025 after communication from DHBVN’s OP Circle-1, but say little visible progress has followed.

Praveen Malik, president of the RWA, said repeated representations to authorities have failed to yield results. “All requirements were completed more than a year ago, yet execution hasn’t started. We’ve approached multiple officials and even filed a complaint on the CM Window, which is still pending. We’ve again written to the chief engineer seeking urgent action,” he said, adding that the delay is also leading to revenue losses for the department.

Residents have now urged DHBVN and the power ministry to conduct an immediate site inspection, begin construction on priority, and share a clear execution timeline, citing public interest and the approaching summer season.

Responding to the concerns, Manpal Dhull, sub-divisional officer at DHBVN’s Farrukhnagar division, said the builder had failed to construct the switching station despite having land earmarked as per policy. He added that the builder’s bank guarantee was liquidated but later found to be insufficient to complete the project, prompting the department to seek additional funds.

However, Dhull said senior officials from the smart city division have now directed that the project move forward through the tendering route. “The process to float a tender has already been initiated, and efforts are being made to ensure residents do not continue to suffer due to outages or voltage issues,” he said.

For Sector 92 residents in Gurugram, the hope is that these steps finally translate into on-ground action—before rising summer demand puts further strain on an already stretched power network.
