Noida High Rise Federation raises concerns over AOA complaint handling

• NHRF seeks a uniform process for handling AOA-related complaints.
• District Magistrate reportedly orders action concerning the DR office.
• Federation calls for transparency, consistency and impartial treatment of all AOAs.

Noida: Noida High Rise Federation (NHRF) met the District Magistrate of Gautam Buddha Nagar on Friday, August 14, to raise concerns over the functioning of the Deputy Registrar (DR) office in matters involving Apartment Owners Associations (AOAs). The federation highlighted what it described as inconsistencies in the handling of complaints and differences in the way cases involving various AOAs are dealt with.

During the meeting, NHRF representatives told the District Magistrate that some complaints against AOAs are taken up quickly and followed by extensive action, while in other cases, alleged violations or non-compliance with directions from the DR office do not appear to receive the same level of attention.

The federation said such differences have created concerns among residents and AOAs about whether a consistent procedure is being followed. NHRF also sought a clearly defined Standard Operating Procedure (SOP), along with preliminary verification of complaints before detailed investigations or audits are initiated.

According to NHRF, the District Magistrate took immediate cognizance of the issues raised and directed action concerning the functioning of the DR office. The federation said the District Magistrate also ordered that the salary of the concerned Deputy Registrar be withheld and sought details of officers and employees who have remained posted in the office for an extended period. The possibility of transfers or rotation of such personnel was also discussed, according to the federation.

The federation said the intervention could help improve accountability and bring greater uniformity to the handling of AOA-related matters across Noida’s high-rise societies. NHRF President Nikhil Singhal clarified that the organisation’s concerns are not directed at any individual officer. He said the federation wants a system in which violations are addressed wherever they occur, but through the same transparent and impartial process for every AOA.

“We welcome the prompt action taken by the District Magistrate. Our objective is not to personally target any officer, but to ensure that all AOAs are treated equally by the DR office. If an AOA violates rules or directions issued by the competent authority, action should be taken, but that action must be fair and consistent,” Singhal said.

The delegation included NHRF President Nikhil Singhal, Secretary Kapil Mehra, Vice President Ashutosh Rai, Govind Kumar and Gautam Sharma. The federation said it now expects the administration’s intervention to lead to greater transparency, consistency and accountability in AOA-related matters and help reduce avoidable disputes in Noida’s housing societies.
