In a move aimed at strengthening community-based tourism and expanding accommodation options, Uttar Pradesh Tourism has launched the Bed & Breakfast (B&B) and Homestay Policy 2025. The initiative allows residents in both urban and rural areas to rent out part of their homes to tourists while availing financial and operational support from the government.
The policy is designed to create new income opportunities for homeowners and promote authentic local experiences for visitors. It also aligns with the state’s broader tourism strategy to distribute tourist footfall beyond traditional hotel hubs.
Categories and Eligibility
Under the new framework, homeowners can register their properties under three categories: Urban Homestay, Rural Homestay, and Bed & Breakfast (B&B).
For homestays, the policy mandates that the owner must live in the same house where guests are hosted. This requirement is intended to ensure safety, personal interaction, and a culturally immersive stay for tourists. Each registered homestay can offer a maximum of six rooms or twelve beds and must provide basic amenities such as furnished bedrooms, toilets, electricity, and water supply.
The Bed & Breakfast category offers greater operational flexibility. While the owner’s full-time presence is not compulsory, a caretaker must be appointed to manage daily operations. Similar to homestays, B&B units are also capped at six rooms or twelve beds.
Financial Incentives for Homeowners
One of the major attractions of the policy is its cost-saving benefits. Registered homestay and B&B units will be charged electricity, water, and property taxes at residential rates, significantly reducing operating expenses compared to commercial tariffs.
In addition, eligible homeowners can take advantage of the Prime Minister’s free electricity scheme, which offers subsidies for installing rooftop solar panels. This measure is expected to lower long-term energy costs and promote sustainable tourism practices.
Affordable Registration Fees
To encourage widespread participation, the government has kept registration charges nominal:

Urban Homestay: Gold – ₹3,000 | Silver – ₹2,000

Bed & Breakfast (B&B): Gold – ₹3,000 | Silver – ₹2,000

Rural Homestay / Dormitory: ₹100
Officials said the low-cost structure is especially aimed at motivating rural households to participate and benefit from tourism-driven income.
