NGT Directs UPPCB to Halt Construction at Four Projects in Greater Noida

Greater Noida: National Green Tribunal (NGT) has directed the Uttar Pradesh Pollution Control Board (UPPCB) to ensure that construction work immediately stops at four real estate projects in Greater Noida that are allegedly continuing despite existing closure orders.
The Tribunal also instructed the Greater Noida Industrial Development Authority (GNIDA) to identify projects that may have violated environmental regulations, highlighting the importance of enforcing environmental laws in rapidly developing urban areas.
Penalties Imposed on Projects
As part of its action against alleged environmental violations, the National Green Tribunal (NGT) upheld closure orders and levied environmental compensation on four real estate projects. The penalties include:
- M/s Ghaziabad Developers Builders (Bhagwati Developers): ₹21.40 lakh
- M/s Sahara Enclave / Sahara City: ₹21.40 lakh
- M/s PP Estate: ₹15 lakh
- M/s Escon Pride Villa: ₹10.50 lakh

The directions were issued during a hearing on July 23 in an ongoing case related to alleged illegal construction activities in Greater Noida. According to the Tribunal, its investigation is focused on projects that may have violated the Environmental Impact Assessment (EIA) Notification, 2006, or failed to obtain mandatory approvals such as Environmental Clearance (EC), Consent to Establish (CTE), and Consent to Operate (CTO), wherever required.
GNIDA has been given four weeks to submit a comprehensive report identifying projects that may have breached these environmental requirements.
The case was heard by a Bench led by NGT Chairperson Justice Prakash Shrivastava following a petition filed by Rajendra Tyagi. During the hearing, the applicant alleged that construction activities were still continuing at two projects despite closure directions issued by the UPPCB. Taking note of the submission, the Tribunal instructed the pollution control board to verify the ground situation and ensure that no construction work continues while the closure orders remain in force.
The latest directions reinforce the NGT’s strict approach towards environmental compliance in real estate development. Developers found operating without mandatory environmental approvals or violating pollution control regulations could face construction stoppages, regulatory action, and project delays. The order also places greater responsibility on authorities to monitor compliance and prevent unauthorized construction activities.
GNIDA is expected to complete its review and submit the required report to the Tribunal within the next four weeks. Meanwhile, the UPPCB has been asked to ensure full compliance with the closure orders through on-site verification. The matter is scheduled for its next hearing before the NGT on September 24, 2026, when the Tribunal will review the submitted findings and decide on further action.
