Noida: The Noida Authority approved a series of urban development, infrastructure and policy measures during its 224th board meeting held on October 28, 2026. The meeting was chaired by Deepak Kumar, Infrastructure and Industrial Development Commissioner, Uttar Pradesh, and focused on building regulations, logistics infrastructure, technology-led development, industrial investment and renewable energy.
According to the authority’s press release, the decisions include adopting the Model Building Regulations 2026 for Noida, approving the final report of the City Logistics Plan, initiating steps towards an AI City-cum-Business Park and introducing changes to several existing policies. The meeting also addressed the faster resolution of pending 5% residential plot cases linked to farmers whose land was acquired by the authority.
1. Model Building Regulations 2026 Approved for Noida
The Noida Authority board approved the adoption of Uttar Pradesh’s Model Building Regulations 2026 for Noida. A committee comprising officials from Noida Authority, Greater Noida Authority and Yamuna Expressway Industrial Development Authority will examine the relevant provisions and implementation-related matters.
The move is expected to provide a common framework for considering building regulations across the three development authority areas, subject to the applicable provisions and implementation process.

2. City Logistics Plan Gets Final Approval
The board approved the final report of the City Logistics Plan prepared for Noida and decided to forward it to the state government for approval.
The plan examines industrial and commercial activities, freight movement, traffic management and logistics infrastructure. Its objectives include improving the efficiency of goods transportation and distribution, reducing logistics costs, easing traffic congestion and limiting environmental impacts.
Better coordination among government departments, industrial units and transport operators is also expected to support business operations and economic activity in Noida.
3. Sector 147 to Get a 68,000-Square-Metre IT/ITES Land Allocation Scheme
The board granted in-principle approval for launching a land allocation scheme covering approximately 68,000 square metres of institutional IT/ITES land in Sector 147, Noida.
The proposed scheme aims to support the development of a global capability centre (GCC) hub and Grade-A office spaces. The initiative is intended to attract technology-oriented businesses and strengthen Noida’s position as a destination for corporate offices and IT-enabled services.
The approval is for publishing the proposed land allocation scheme, with the next steps subject to the applicable process.
4. Integrated Automobile Complex Planned in Sector 105
The authority approved a proposal to introduce an integrated automobile complex on approximately 12,596.64 square metres of commercial land in Sector 105, Noida.
Under the approved arrangement, the entire land parcel will be offered as a single plot through a single-bid process. The press release specifies a floor area ratio (FAR) of 4.0, a maximum building height of 20 metres and parking within the plot as per applicable rules.
Construction will have to be completed in a maximum of three phases within the prescribed period following execution of the lease deed, and an occupancy certificate will need to be obtained.
5. AI City-cum-Business Park Proposed for Noida
The board granted in-principle approval to adopt the Uttar Pradesh Private Business Park Development Scheme 2025 and initiate the process for selecting a master developer for an AI City-cum-Business Park in Noida.
The proposed development is intended to accommodate artificial intelligence facilities, global capability centres, IT and IT-enabled services, research activities, startups and skill development infrastructure.
The master developer will be selected through competitive e-bidding. The project is proposed to follow the Design, Build, Finance, Operate and Transfer (DBFOT) model, while land ownership will remain with Noida Authority.
The proposed framework provides for a concession period of 45 years, with a provision for extension by a further 45 years subject to prescribed conditions. At least 50% of the developed area is to be reserved for IT and knowledge-based services.
The project could support technology investment and employment generation in Noida, although its actual development will depend on the subsequent bidding and implementation process.
6. Sector 32 Ground Rent Rate to Be Reduced
The board approved a revision in the ground rent charged to sub-lessees of units built on commercial plot CC-01 in Sector 32, Noida.
According to the press release, the existing annual rate of ₹612 per square metre will be revised to approximately ₹232 per square metre based on recalculation. The decision is intended to bring greater uniformity to the rates charged to sub-lessees of the commercial units.
7. Commercial Property Procedures to Be Simplified
The authority approved provisions allowing eligible commercial properties, including commercial plots and units constructed on them, to be transferred or documented in favour of Hindu Undivided Families (HUFs), societies and trusts, as well as in the names of multiple individuals.
The measure is intended to make property-related documentation and transfer procedures more convenient for eligible applicants. The implementation will remain subject to the applicable rules and conditions.
8. Changes Approved to Unified Regulations 2025
The board approved several amendments recommended by a joint committee reviewing provisions of the Unified Regulations 2025 relating to industrial units.
Key changes include:
- Industrial transfer charges: The transfer charge for operational industrial units will be reduced from 10% to 7%.
- Additional time for industrial units: Extensions for bringing units into operation will be available beyond the prescribed initial period of three or five years, subject to a maximum additional extension of three years.
- Extension charges: Charges for the first, second and third additional years have been set at 3%, 5% and 7%, respectively.
- Delayed shareholding-change notification: The fee will be reduced from ₹500 to ₹300 per day.
- Company structure changes: Procedures for converting a private limited company into a limited liability partnership (LLP) will be simplified under prescribed conditions.
- Family shareholding changes: The definition of family specified by the state government will be used when determining eligibility for fee exemptions.
These amendments are intended to simplify compliance for industrial businesses and make certain property transfer and company restructuring procedures less expensive.
9. Mobile Tower and Right-of-Way Permissions to Go Online
The authority approved the adoption of the telecommunications policy in line with the Government of India notification dated September 17, 2024. The process for permissions relating to mobile towers and right-of-way infrastructure will be moved online.
The new framework removes the earlier provisions requiring an application fee of ₹1 lakh for new towers, ₹1.5 lakh for towers already installed and a bank guarantee of ₹3 lakh. The application scrutiny fee for establishing telecommunications networks above ground will remain ₹10,000.
The online process is intended to make applications more convenient and streamline approvals for telecommunications infrastructure.
10. Faster Disposal of Farmers’ 5% Residential Plot Cases
The board approved proposed amendments to the zoning regulations under the Noida Master Plan 2031 to facilitate the faster disposal of pending cases involving 5% developed residential plots for farmers whose land has been acquired by the authority.
Noida Authority has already planned most of these plots, but some cases remain pending because of difficulties in identifying and planning land in an area where urban development is largely complete.
The proposed amendment would allow the planning of eligible 5% residential plots on land adjoining existing village abadi areas under specified conditions. Public objections and suggestions will first be invited, after which the matter will be referred to the state government.
The decision is significant for affected farmers awaiting resolution of their residential plot cases. However, the amendment is subject to the prescribed consultation and government approval process.
11. Around 15 MW of Solar Power Capacity Approved
The board approved the installation of solar power plants with a combined capacity of approximately 15 MW at Noida Authority facilities under the Renewable Energy Service Company (RESCO) model.
The proposed capacity will be distributed as follows:
- Around 8 MW: Sewage treatment plants and underground Gangajal reservoirs.
- Around 7 MW: Multilevel parking facilities.
The projects will be implemented through a power purchase agreement with the selected agency. The authority expects the initiative to reduce electricity expenditure and increase the use of clean energy.
The press release estimates that the projects could help reduce carbon emissions by approximately five lakh tonnes over the next 25 years.
