DTCP Proposes 1,150-Acre Land Acquisition to Build Missing Sector Roads in Gurugram

Gurugram: The Department of Town and Country Planning (DTCP) has proposed acquiring nearly 1,150 acres of land to construct the long-pending 24-metre-wide internal sector roads across Sectors 58 to 115 in Gurugram. The proposal, currently being prepared on priority following directions from senior state officials, aims to improve road connectivity for thousands of residents while supporting future urban development.

The missing roads have remained one of the biggest infrastructure challenges in Gurugram’s developing sectors. Many residential societies still depend on narrow village roads for daily access, making commuting difficult and delaying the installation of essential civic services such as water supply, sewerage, electricity, and drainage. To make the project financially sustainable, DTCP is also considering acquiring commercial land along the proposed road network, which can later be auctioned to recover a significant portion of the land acquisition cost.

According to officials, Additional Chief Secretary (DTCP) Anurag Agarwal directed the department to prepare and submit the proposal on priority during a review meeting of Haryana’s budget announcements held on May 21. The plan follows Chief Minister Nayab Singh Saini’s budget announcement earlier this year, in which the state government committed to acquiring land for constructing the missing sector roads.

Officials said the department has already identified and mapped the land required for the project. The proposal will now be submitted to the state government for approval.

The proposed roads are part of the Gurgaon-Manesar Master Plan 2031. Under the master plan, private developers were originally responsible for building the 24-metre-wide internal roads within their licensed areas. However, several stretches remain incomplete because of land disputes and the non-availability of required land.

As a result, many housing societies continue to face poor connectivity. Missing roads have also delayed the extension of basic infrastructure and prevented some land parcels from receiving development licences, slowing the area’s planned growth.

Meeting records show that DTCP has suggested the Haryana Shehri Vikas Pradhikaran (HSVP) initially acquire both the road land and adjoining commercial plots. The acquisition cost could later be reimbursed through external development charges, while revenue generated from auctioning commercial land may help offset project expenses.

Officials believe this funding model could reduce the financial burden on the government while ensuring faster execution of the road network.

The issue has been a long-standing concern for local residents. In October last year, residents from several developing sectors approached the Punjab and Haryana High Court, seeking directions for the construction of the missing roads.

Sunil Sareen, Deputy Convenor of the Dwarka Expressway Gurugram Development Association, said proper sector roads are essential for Gurugram’s future growth. According to him, several residential communities still lack proper access roads, while the absence of road infrastructure has delayed utility services and restricted new development in many areas.

If approved, the proposed land acquisition could significantly improve connectivity, ease daily commuting, and support planned urban expansion across Gurugram’s rapidly growing sectors.
