22 Projects Removed from UP RERA’s Abeyance List

Real Estate

In a significant move aimed at reviving stalled real estate projects, the Uttar Pradesh Real Estate Regulatory Authority (UP RERA) has removed 22 projects located across seven districts of the state from its “Abeyance List.” With this decision, construction of 8,856 housing and commercial units is expected to resume, providing long-awaited relief to homebuyers and investors.

This development marks a major milestone in UP RERA’s ongoing efforts to bring transparency, accountability, and efficiency to the state’s real estate sector.

Understanding the “Abeyance List”

After the implementation of the Real Estate (Regulation and Development) Act (RERA), every promoter was required to register their projects and upload key documents on the official RERA portal — including land records, approved layout plans, and inventory details (such as the number of units).

However, during registration, it was observed that several promoters had failed to upload these crucial documents. Many cited technical challenges or limited time in the initial phase of RERA implementation as reasons for the incomplete submissions.

To address this, UP RERA provided promoters the opportunity to edit and update their project information. Yet, despite repeated notices and extensions, many developers did not submit the missing land and map-related documents.

Consequently, in its 152nd meeting held on July 30, 2024, the Authority decided to move nearly 400 projects with incomplete documentation into a special category called the “Abeyance List.”

The intent behind this decision was twofold:

  1. To safeguard homebuyers by ensuring they had access to verified project data before investing.
  2. To prevent misuse of the RERA registration number by developers who failed to meet the regulatory requirements.

District-Wise Details of Projects Now Revived

Out of the total 350+ projects placed under the “Abeyance List,” 22 projects have now successfully completed all required documentation and have been removed from the list.

What This Decision Means for Homebuyers

For thousands of homebuyers whose investments had been stuck for years, this development brings new hope. With construction activity resuming, many long-delayed homes can now be completed and delivered.

Buyers who had been uncertain about the future of their investments can now trust the regulatory process, knowing that the projects have been verified and cleared by UP RERA. This move will not only help existing buyers but also restore confidence among potential investors.

Moreover, completed projects will lead to faster possession, reduced litigation, and an overall improvement in market sentiment.

The removal of projects from the Abeyance List also brings fresh opportunities for developers who have rectified earlier shortcomings. Promoters who have now submitted all required land and map-related documents can resume construction work in full compliance with RERA norms.

By demonstrating adherence to transparency and accountability standards, these developers can rebuild trust with their customers and the market at large. This decision is expected to boost investor confidence and attract more private funding into Uttar Pradesh’s real estate sector.

Economic and Employment Impact

The real estate industry is one of the key drivers of the state’s economy, and stalled projects often create a domino effect that impacts employment, construction supply chains, and capital circulation.

With the revival of these 22 projects:

  • Thousands of construction workers and laborers will regain employment opportunities.
  • Demand for building materials, including cement, steel, and electrical equipment, will rise.
  • The flow of capital through housing sales, bank loans, and taxation will contribute significantly to Uttar Pradesh’s GDP.

Ultimately, this move by UP RERA not only benefits homebuyers and developers but also provides a timely boost to the state’s economic revival.

The removal of these 22 projects signifies that UP RERA is actively ensuring that developers comply with all mandatory requirements while also helping legitimate projects move forward.

Experts believe this proactive approach will:

  • Discourage non-compliant promoters,
  • Encourage responsible development practices, and
  • Strengthen Uttar Pradesh’s image as a regulatory-compliant real estate hub.

As RERA continues its scrutiny and revival efforts, more projects are expected to be reviewed in the coming months, giving the state’s property market renewed momentum.
