NGT Directs Ludhiana Authorities to Stop Further Construction in Green Belts and Parks

Ludhiana: The National Green Tribunal (NGT) has directed authorities in Ludhiana to ensure that no further illegal construction or development takes place in areas designated as green belts and public parks. The direction came during a hearing concerning construction activities undertaken by the Municipal Corporation and Greater Ludhiana Area Development Authority (GLADA) on land earmarked for public parks.
The order follows a joint committee report submitted to the tribunal on August 19, 2026. The committee inspected several locations across Ludhiana and identified a range of structures and activities in areas reserved as green belts and parks under the city’s approved Master Plan. The findings included commercial shops, Verka milk booths, government and public utility buildings, religious structures, sheds, offices, residential quarters, sports facilities, interlocking tile work and garbage dumping.
The committee’s inspection identified several specific locations where such activities were found. These included a Verka booth at Commercial Market in Sector 32 on Chandigarh Road, another booth near Green Land School in Urban Estate Phase II, Dugri, and a food shop and other structures inside a public park at Jamalpur. A temple and mosque were also recorded within a green belt near Sidhwan Canal in Phase I, Dugri, along with multiple structures along Old GT Road.
The report also highlighted a public library inside Vishvakarma Park in Partap Nagar, a proposed government office building near Buddha Nullah, an under-construction commercial vegetable market or vending zone, a health centre and other structures. In addition, the committee noted a cricket facility with fencing and artificial grass, commercial sheds in BRS Nagar, and constructions within parks in Ghumar Mandi and Model Town Extension.
During the hearing, the applicant appeared through video conferencing and informed the tribunal that construction-related activity was allegedly continuing at some locations. The applicant specifically pointed to the installation of sheets over a shed structure associated with a vending zone. Taking note of the issue, the NGT directed all concerned respondents to ensure that no further illegal construction takes place in greenbelt or park areas.
The tribunal has scheduled the matter for its next hearing on December 17, 2026. Authorities are expected to address the issues raised in the joint committee’s inspection report and provide further information regarding the identified structures and activities.
