Noida Proposes ₹29,315 Crore Hindon Riverfront Project Along 25 Km Stretch

• The proposed riverfront will stretch 25 km along the Hindon River and be developed in three phases.

Noida Authority is preparing a ₹29,315-crore plan to transform a 25-km stretch along the Hindon River into a planned riverfront development. The proposal, inspired by the Gomti Riverfront in Lucknow, includes new roads, embankments, landscaped green areas, land development and rehabilitation of families living near the river.

The project was reviewed at a meeting chaired by Noida Authority CEO Krishna Karunesh on Monday, with officials aiming to complete the development by 2031.

The proposed project will be executed in three phases and will cover about 1,200 hectares of land identified for development. The largest phase is planned between the DSSC road bridge and the Noida-Greater Noida Expressway, covering around 12 km. A second 5-km stretch will run from the Bisrakh road bridge to the DSSC road, while the final 8-km section will connect NH-24/9 with the Bisrakh road bridge.

The plan includes six-lane roads on both sides of the river, along with walking areas, seating zones, greenery and recreational facilities for children. The estimated cost includes ₹15,000 crore for land acquisition, ₹7,240 crore for land development, ₹2,425 crore for six-lane road construction, ₹150 crore for embankment work and ₹4,000 crore for rehabilitation.

Noida Authority CEO Krishna Karunesh said the proposal has reached a stage where it can be taken up for government approval. He said the Noida and Greater Noida authorities, along with the irrigation department, will work towards signing a memorandum of understanding to move the project ahead.

The state government will ultimately decide how the proposed riverfront is developed. Officials also noted that an earlier land acquisition effort resulted in about 200 acres being purchased in 2012, but the land could not be incorporated into the project because of occupation-related issues.

The project could significantly reshape the areas surrounding the Hindon by improving road connectivity, creating public green spaces and bringing structured development to the river corridor. However, rehabilitation will be one of the most important aspects, with nearly 10,000 families expected to be affected by the proposed development.

The large financial requirement, particularly the ₹15,000-crore land acquisition component, also makes government support and funding critical. The proposal follows an earlier initiative from 2024, when the Noida Authority formed a committee to examine the Hindon and Yamuna floodplains, including their ecological condition, groundwater-recharge potential and flood-related concerns.

The proposal will now require approval from the Uttar Pradesh government, followed by other necessary statutory and project-related clearances before construction can begin. Authorities will also need to finalise the land acquisition, rehabilitation framework, funding arrangements and coordination between the Noida Authority, Greater Noida Authority and irrigation department.

If approved and implemented as proposed, the 25-km Hindon riverfront could become one of the region’s largest river-linked infrastructure and urban development projects, with completion targeted for 2031.
