UP Government Panel Begins Probe Into Jaypee Wish Town Construction Delays

A five-member Uttar Pradesh government committee has started reviewing construction progress, fund utilisation and manpower at Jaypee Wish Town in Noida after homebuyers raised concerns.

A five-member committee formed by the Uttar Pradesh government has begun examining the progress of Jaypee Wish Town in Sector 128, Noida, following complaints from homebuyers over construction delays and alleged irregularities. The committee started meetings with Suraksha Group and representatives of homebuyers on October 7, with further discussions scheduled for October 8 and 9.

The review is focused on whether Suraksha Group is implementing the resolution plan approved by the National Company Law Tribunal (NCLT). Officials are examining the pace of construction, the utilisation of money collected from homebuyers and whether sufficient manpower has been deployed to complete the pending work. The outcome of the review could be important for thousands of buyers waiting for possession of their homes.

The government panel is assessing the current status of construction across the township and comparing it with the commitments made under the NCLT-approved resolution plan. Officials may extend the meetings if additional information or discussions are required.

The committee was constituted by the state government on September 11. It is headed by Santosh Kumar, Officer on Special Duty with the Noida Authority, and includes officials from the planning and finance departments of the Noida and Yamuna authorities.

The latest government review follows an earlier fact-finding exercise ordered by the NCLT. In February, the tribunal constituted a two-member committee comprising former NCLT members Prasanta Kumar Mohanty and Deepti Mukesh. Its report, submitted on August 20, highlighted delays in completing parts of the Wish Town project.

According to the report, Jaypee Infratech Limited had originally planned 250 residential towers. Before Suraksha Group took over the debt-ridden company, 91 towers containing 12,867 housing units had already been completed.

The report also noted that Suraksha was expected to complete the remaining work on 62 near-complete towers, covering 6,067 units, within 18 months. However, more than two years later, 3,444 possession offers had reportedly been issued and 2,614 sub-lease deeds executed. The fact-finding committee indicated that the number of possession offers could have been higher by that stage.

Suraksha Group has maintained that significant construction work has been completed since it took over the operations of Jaypee Infratech. In September, company promoter Sudhir Valia said that work had been completed on 84 of the 159 towers that were stalled when the group assumed responsibility for the projects.

The company also stated that possession of around 5,000 flats had been handed over to homebuyers.

Meanwhile, Ashish Mohan Gupta, president of the JIL Real Estate Allottees Welfare Society, said the findings of the NCLT-appointed committee supported concerns raised by homebuyers about delays in construction and possession.

The government inquiry could provide greater clarity for buyers who are still waiting for construction to be completed. For affected homebuyers, the key issues include the actual status of individual towers, expected possession timelines and whether the construction schedule under the approved resolution plan is being followed.

Homebuyer representatives are seeking specific project-wise and tower-wise completion deadlines, particularly for towers where construction remains stalled or incomplete. Such timelines could help buyers track progress and assess when they can realistically expect possession.

The committee is expected to continue its discussions with Suraksha Group and homebuyer representatives and examine relevant project and financial information. Based on its assessment, the panel will determine whether the commitments under the NCLT-approved resolution plan are being adequately implemented.

For Wish Town buyers, the immediate focus will be on whether the review results in clearer construction schedules, improved deployment of resources and measurable deadlines for completing the remaining towers.
