YEIDA to Appoint Independent Agency for Quality Checks of Infrastructure Projects
YEIDA has invited bids to appoint an independent quality inspection agency for roads, drainage, buildings and other infrastructure projects, with digital monitoring and surprise inspections planned.

- YEIDA has issued an RFP to appoint a third-party quality inspection agency.
- Critical construction defects must be reported to senior officials within 24 hours.
- Bids are due by October 27, with opening scheduled for October 29.
The Yamuna Expressway Industrial Development Authority (YEIDA) has decided to appoint an independent agency to inspect the quality of its civic and infrastructure projects. The authority issued a request for proposal (RFP) on Wednesday, October 14, 2026, seeking an agency to conduct routine, surprise and stage-wise inspections. The move aims to identify construction defects early, improve compliance with approved standards and prevent substandard work across the YEIDA region.
The proposed inspection system will cover a wide range of public infrastructure, including roads, drainage networks, sewerage systems, water supply facilities, buildings, electrical works, landscaping and rural development projects. The selected agency will examine construction materials, workmanship and adherence to approved specifications. It will also arrange laboratory testing of material samples, verify test results and recommend corrective measures wherever deficiencies are identified.
According to the authority, the selected agency will prepare detailed inspection reports documenting quality issues and the corrective action required. It will also monitor whether contractors and executing agencies address the identified deficiencies, continuing follow-up until the problems are resolved or YEIDA decides otherwise.
The inspection process will include digital record-keeping to improve transparency and accountability. Reports will contain geo-tagged photographs, timestamps and unique identification numbers, allowing officials to track inspection findings and the progress of corrective work.
Serious quality-related deficiencies will have to be reported to YEIDA’s chief executive officer (CEO) and additional chief executive officer (ACEO) within 24 hours. The agency will report directly to these senior officials, while contractors and executing agencies will remain responsible for maintaining the quality of their work.
Rajesh Kumar, ACEO of YEIDA, said the independent agency would examine construction materials, workmanship and compliance with approved specifications. The objective is to identify deficiencies while projects are still under construction, reduce the need for rework and avoid expensive repairs after completion.
The authority’s decision introduces an additional layer of oversight alongside the existing responsibilities of contractors and project-executing agencies. By bringing in an independent inspection mechanism, YEIDA intends to identify quality issues before they affect the durability, safety or usability of public infrastructure.
The proposed quality checks will cover multiple categories of infrastructure work across the authority’s jurisdiction.
For roads and transport-related infrastructure, inspections will include earthwork, bituminous layers, concrete pavements, road shoulders, footpaths, cycle tracks, paver blocks, road markings, service roads and road restoration.
The agency will also examine stormwater drains, reinforced cement concrete (RCC) drains, sewer lines, manholes, chambers, service connections and civil components of pumping facilities.
Building-related inspections will extend to foundations, RCC structures, masonry, plastering, flooring, roofing, waterproofing, finishing and retaining structures. Public buildings, commercial complexes, residential and industrial buildings, institutional facilities and associated structures will also fall within the scope of work.
Electrical works, horticulture, landscaping and rural development projects will be covered as well, giving the authority a broader mechanism to monitor the quality of its development activities.
The planned quality-control mechanism comes as development activity in the YEIDA region is expected to gain momentum around the Noida International Airport and associated infrastructure. As connectivity and investment opportunities expand, roads, drainage, utilities and public facilities will play an important role in supporting urban and industrial growth.
Regular and stage-wise inspections could help the authority identify construction problems before projects are completed and reduce the risk of premature deterioration. Digital documentation may also make it easier to establish responsibility for defects and track whether contractors have completed the required corrective work.
Interested agencies can submit their bids until October 27, 2026, at 5 pm. According to the tender schedule provided, the bids are set to be opened on October 29, 2026.
After the selection process, the appointed agency is expected to begin inspections in accordance with the authority’s requirements. The effectiveness of the initiative will depend on the frequency of inspections, the timely reporting of defects, enforcement of corrective measures and follow-up by YEIDA officials.
For residents, businesses and investors in the Yamuna Expressway region, stronger quality monitoring could support more reliable public infrastructure as development activity increases.
