The Uttar Pradesh government is preparing to implement the new Building Construction and Development By-laws, 2025 by May 30, with a final draft expected to be presented before the state Cabinet in the coming days. The move aims to simplify construction processes and promote ease of doing business across the state, both in urban and rural areas.
The comprehensive proposal, developed by the Housing and Urban Planning Department, introduces several reforms designed to reduce bureaucratic hurdles, streamline approvals, and encourage development activity. According to officials, one of the most impactful provisions is the elimination of the requirement for an approved building map for residential plots up to 1,000 square feet. Instead, an architect’s certificate will now be sufficient for residential plots up to 5,000 sq ft and commercial plots up to 2,000 sq ft.
These changes are expected to significantly cut down delays and costs typically associated with construction approvals, especially for individual homeowners and small developers.
Boost for Business and Housing
One of the key features of the new by-laws is the integration of commercial flexibility in residential areas. The new rules will allow small and medium businesses to operate from homes located on roads with a minimum width of 24 meters. Additionally, multi-storey constructions will be permitted on roads that are over 45 meters wide, offering greater vertical development potential in high-traffic zones.
To support this, the government is also set to increase the floor area ratio (FAR), thereby allowing more construction on existing land parcels — a move that is likely to boost real estate activity in high-demand areas.
Focus on Sustainability and Inclusivity
The proposed regulations also prioritize green building practices, energy efficiency, and disaster-resilient design. These additions reflect the state’s push toward environmentally conscious urban planning. Further, the draft includes measures for affordable housing and slum redevelopment, aiming to ensure equitable development for economically weaker sections.
Public Participation and Feedback
Officials confirmed that the state actively sought public input on the draft. During a recent review process, the government received over 1,150 suggestions and objections, covering areas such as simplified construction norms, environmental concerns, and promoting mixed-use development. The final proposal to be submitted to the Cabinet incorporates much of this feedback.
“The updated by-laws will pave the way for more efficient, investor-friendly, and inclusive urban development across Uttar Pradesh,” a senior government official stated.
Once approved, the Building Construction and Development By-laws, 2025 will serve as a unified regulatory framework, providing greater clarity for developers, homeowners, and local authorities alike.
