Noida Authority Revives ₹684-Crore Habitat Centre Project

After years of delays due to funding and execution issues, Noida Authority has reissued bids to develop the ambitious Habitat Centre, aiming to boost cultural infrastructure near Kalindi Kunj.

Noida: Noida Authority has once again invited bids for its long-delayed Habitat Centre project in Sector 94. The ₹684-crore development, planned near the Delhi-Noida border close to Kalindi Kunj, is being revived after multiple setbacks over the past few years.

Officials confirmed that a fresh Expression of Interest (EOI) has been issued to select a suitable agency for the project, which was originally planned to begin construction in 2020 but failed to take off due to a mix of financial constraints and execution challenges.

“We have reissued the EOI to invite proposals from interested developers. The agency will be finalized as per the prescribed process once applications are received,” said SP Singh, General Manager at Noida Authority.

The Habitat Centre is envisioned as a landmark destination similar to the India Habitat Centre in Delhi. Spread across approximately 97,000 square meter, the project aims to provide a dedicated platform for cultural, artistic, and intellectual activities within Noida.

Planned facilities include a modern auditorium, art galleries, an open-air theatre, and a food court, making it a multi-functional venue for exhibitions, performances, seminars, and public events. The site will also benefit from seamless connectivity via the Okhla Bird Sanctuary metro station, along with provisions for adequate parking.

The project aligns with the city’s long-term development goals under the Master Plan 2031, which emphasizes creating self-sustained urban infrastructure and reducing dependence on Delhi for cultural venues.

The Habitat Centre project has seen a series of delays since its inception. Initially, four agencies had shown interest when the project was first floated in 2020. However, none of them could qualify, leading to a halt in progress.

In 2021, the project was awarded to Uttar Pradesh Rajkiya Nirman Nigam Ltd (UPRNNL), but execution remained slow. By August 2022, only about 4% of the work had been completed. Officials later flagged serious lapses, including alleged negligence and unauthorized subcontracting. The situation worsened when reports surfaced that excavated soil from the site had been illegally sold. Following these issues, the contract was eventually cancelled.

Additionally, the Covid-19 pandemic and funding constraints further delayed the project, pushing it into uncertainty for several years.

Under the newly issued EOI, only single entities are allowed to apply, as consortium bids have been disallowed. Developers must meet strict financial eligibility criteria, including a minimum average annual turnover of ₹1,500 crore for general developers and ₹2,000 crore for infrastructure developers over the last five financial years.

The authority has scheduled a pre-bid meeting for April 21, 2026, while the final date for submission of applications is May 15, 2026.

The project will be executed under the Public-Private Partnership (PPP) model using the Design, Build, Finance, Operate, and Transfer (DBFOT) framework. This means the selected developer will not only construct the project but also manage its operations for a defined period before transferring it back to the authority.

With Noida’s rapid urban expansion and growing population, the need for a dedicated cultural and convention space has become increasingly important. Currently, many large-scale events, exhibitions, and performances are hosted in Delhi due to the lack of comparable infrastructure in Noida.

The Habitat Centre is expected to bridge this gap by offering a world-class venue within the city itself. It will also boost tourism, create employment opportunities, and enhance Noida’s identity as a modern, self-reliant urban hub.

If executed successfully this time, the project could become one of Noida’s most iconic developments, bringing together art, culture, and community engagement under one roof.
