Noida Authority EOW Case Against Builders Over ₹470 Crore Land Dues
The Noida Authority has initiated legal action against two real estate developers for failing to clear massive land dues, referring the cases to the Economic Offences Wing for financial investigation.

Noida: The Noida Authority has stepped up action against defaulting real estate developers by registering cases with the Economic Offences Wing (EOW) against two builder groups for failing to clear substantial outstanding dues. According to officials, the total amount pending from the two developers stands at nearly ₹470 crore.
The move comes after repeated notices and reminders issued by the Authority failed to elicit any response or payment from the builders. Officials said the decision to involve the EOW was taken to ensure a detailed financial investigation and to accelerate the recovery of public funds.
This is not the first such action by the Noida Authority. Earlier, it had already approached the EOW seeking investigation into the financial dealings of around seven other builder groups accused of defaulting on land-related payments. The latest cases indicate a tougher stance by the Authority against prolonged non-compliance.
First Case: Sector 50 Group Housing Project
The first case pertains to a group housing plot located in Sector 50, Noida, identified as plot number F-21/C. Spread across 12,750 square metres, the land was allotted on December 26, 2008, to TGB Infrastructure Private Limited.
Officials stated that the developer was repeatedly asked to clear outstanding land dues through formal notices issued over the years. However, the builder neither responded to these notices nor deposited the pending amount. The developer also did not avail the benefit of relief measures recommended by the Amitabh Kant Committee, which were introduced to help stalled or stressed real estate projects resolve financial issues.
As per Authority records, the total outstanding amount against the developer currently stands at approximately ₹75.59 crore. In view of the continued default, the Noida Authority has requested the EOW to conduct a financial probe and assist in recovering the dues.
Second Case: Sector 143 Housing Plot
The second case involves a large group housing plot in Sector 143, Noida, marked as plot number GH-3B. The plot measures around 50,000 square metres and was allotted on July 7, 2011, to Kindle Infrahights Limited.
Despite multiple reminders and notices issued by the Authority, the developer failed to clear the pending payments. According to official data, the outstanding dues against this builder had escalated to ₹396.96 crore as of November 31, 2025.
Given the magnitude of the default, the Noida Authority has formally approached the Economic Offences Wing, seeking both recovery of the dues and a detailed examination of the company’s financial transactions.
Stronger Signal to the Real Estate Sector
Officials said the action sends a clear message that prolonged non-payment of statutory dues will not be tolerated. Land payments form a critical source of revenue for urban development authorities, and delays directly impact infrastructure development and public projects.
Industry observers believe EOW involvement could lead to stricter enforcement and faster recovery, while also discouraging future defaults by developers. The Authority has indicated that similar action may follow against other defaulters if outstanding payments continue to remain unresolved.
