Noida Authority Approves ₹10,290 Crore Budget, Pushes Stalled Projects and OTS Scheme

Noida Authority clears ₹10,290 crore budget for 2026–27, approves OTS scheme and Sports City plan, aiming to revive stalled housing projects, improve infrastructure, and provide relief to residents.

  • ₹10,290 crore budget approved with focus on realistic revenue targets
  • OTS Scheme 2026 to resolve long-pending housing disputes
  • Water bill relief and ₹154 crore allocated for safety infrastructure

Noida: Noida Authority has approved a ₹10,290 crore budget for the financial year 2026–27. The decision was taken during the authority’s 222nd board meeting chaired by Infrastructure and Industrial Development Commissioner Deepak Kumar.

The meeting, attended by senior officials from Noida, Greater Noida, and the Yamuna Authority, focused on key areas such as real estate reforms, infrastructure upgrades, and public welfare measures.

One of the biggest takeaways from the meeting is the push to revive delayed housing developments. Out of 57 stuck projects, work on 36 projects is expected to restart, bringing relief to thousands of homebuyers waiting for possession.

To support this, the authority has given in-principle approval to the One Time Settlement (OTS) Scheme-2026, which aims to resolve long-pending payment disputes between developers and the authority. The scheme will be implemented after receiving final government clearance.

In compliance with directions from the Supreme Court of India, the revised layout of the Sports City project in Sector 150 has also been approved. This decision is expected to restart development activity and provide long-awaited clarity to buyers.

In a significant relief measure, the authority has announced a three-month amnesty scheme for water dues. Residents clearing their pending bills between April 16 and July 15, 2026, will get a 20% to 40% waiver on interest, reducing financial burden.

The board has also approved mixed-use permissions for residential and industrial plots, allowing more flexible utilization under defined conditions.

Additionally, plot owners who have not completed construction for over 12 years have been given a final three-month window to regularize delays by paying applicable charges.

To strengthen emergency response systems, around ₹154 crore has been allocated to upgrade fire and disaster management infrastructure, including equipment to handle fire and earthquake situations.

The authority has also proposed scientific disposal of nearly 100 tonnes of green waste generated daily, inviting companies to participate in sustainable waste management initiatives.

Further, ₹107.77 crore has been approved for the maintenance and renovation of the National Dalit Inspiration Site and Green Garden in Sector 95, enhancing public spaces in the city.

For 2026–27, the authority has set a revenue target of ₹10,290 crore and expenditure at ₹10,004 crore. This comes after last year’s shortfall, where only ₹6,589 crore was realized against higher projections. Officials say this year’s targets are more realistic and achievable.

Overall, the decisions signal a strong push toward completing delayed projects, improving infrastructure, and offering financial relief—especially as Noida marks its 50-year milestone.
