State-run construction major NBCC (India) Limited is in discussions with the Government of Seychelles to undertake a large-scale housing and infrastructure development spread across nearly 139 acres on an island in the country.

According to an official statement issued on February 23, the proposed project will feature a mix of affordable social housing, premium villas, leisure and hospitality facilities, a sports arena, and other key social infrastructure. If finalised, the development would mark one of NBCC’s significant overseas expansions in the region.

The discussions gained momentum following a high-level visit by Sebastien Pillay, Vice-President of Seychelles, who led a delegation to NBCC’s headquarters in New Delhi. During the meeting, senior NBCC officials presented detailed plans for the proposed island development and highlighted the company’s international execution capabilities.

NBCC’s Chairman and Managing Director, K. P. Mahadevaswamy, reaffirmed the company’s commitment to delivering sustainable and high-quality infrastructure solutions. He expressed confidence in strengthening bilateral cooperation between India and Seychelles across housing and public infrastructure sectors.

A major highlight of the presentation was NBCC’s completed 2,000 Social Housing Project in Hulhumalé, Maldives—the company’s largest overseas EPC (Engineering, Procurement, and Construction) contract, valued at $130 million. Funded by EXIM Bank of India under the Government of India’s NEIA framework, the project has been widely regarded as a symbol of India–Maldives development cooperation.

In 2025, Prime Minister Narendra Modi formally handed over the completed housing units to the Maldivian government, marking a key milestone in bilateral relations. The successful delivery of that project has strengthened NBCC’s credentials for similar large-scale housing developments abroad.

NBCC is already active in Seychelles, where it is executing the construction of the Indian Chancery Building, along with a Cultural Centre and residential units. The proposed 139-acre project would significantly expand its footprint in the island nation.

For Seychelles, the proposed development could help address housing demand while boosting tourism and recreational infrastructure. For NBCC, the project would further reinforce its role as India’s construction arm in executing strategic overseas infrastructure initiatives.

If discussions translate into a formal agreement, the 139-acre development could become a landmark project, combining affordable housing with premium living and community-focused amenities in one integrated plan.
