Gurugram: Haryana plans India’s tallest building as part of its ambitious 1,000-acre Global City project coming up along the Dwarka Expressway near Gurugram. The proposal is currently at the Request for Proposal (RFP) stage, with the bidding process yet to be initiated.
State cabinet minister Rao Narbir Singh said the proposed skyscraper is central to the vision of positioning Global City as an internationally recognised business and commercial destination. However, he clarified that no bidder has been finalised and consultancy support is still under consideration.
The proposed structure is envisioned as a mixed-use development featuring premium office spaces, global corporate headquarters, hospitality zones, public observation decks, and lifestyle spaces. Officials say the tower is intended not just as a commercial hub but as a symbol of Haryana’s economic ambition — drawing comparisons with the skylines of Singapore, Dubai, and major European cities.
If executed as planned, the tower will become the tallest building in India, serving as the visual anchor of the larger Global City development.
What is the Global City Project?
Spread across 1,000 acres, the Global City project is designed as an integrated urban ecosystem combining residential, commercial, institutional, sports, and leisure spaces. Once completed, it is expected to emerge as a major financial and innovation hub within the National Capital Region (NCR).
Planning estimates suggest the city will support nearly 1.8 lakh residents and accommodate a floating population of around 5.2 lakh people due to employment and business activity.
The project’s scale is significant:

Officials also expect the development to boost Gurugram’s IT and ITeS exports by nearly 30%.
A key highlight of the Global City blueprint is its strong focus on sustainability and ESG (Environmental, Social, Governance) standards. More than 56% of the total area is earmarked for open and green spaces, with plans to plant over one lakh trees.
According to project documents, the design aims to:

Reduce surface water runoff by 55% compared to dense urban zones

Lower local temperatures by up to 5°C

Act as a carbon sink to improve environmental quality
Green corridors, pedestrian-friendly zones, cycling tracks, and no-vehicle streets will shape the internal mobility structure. The city will feature Light Rapid Transit (LRT), electric buses, and 15-minute walking access to daily necessities such as schools, hospitals, retail centres, and offices.
Buildings are expected to align with LEED, GRIHA, and IGBC green standards. Renewable energy solutions, including rooftop solar panels, solar street lighting, smart metering, and bio-waste reuse systems, are integrated into the master plan.
The government is proceeding in a phased manner. Trunk infrastructure development for Phase 1 has already begun, with around 20% of the work reportedly completed. The project design draws inspiration from global urban models in Singapore, Japan, the European Union, and Dubai, aiming to ensure 24/7 electricity and water supply.
While the vision is ambitious, the proposal remains at an early stage. Key milestones such as finalisation of consultants and bidders are still pending.
If realised as envisioned, Global City — anchored by India’s tallest tower — could redefine the skyline of Gurugram and signal Haryana’s push to compete with leading global business hubs.
