DDA Approves First Land Pooling Sector in North-West Delhi
Sector-8B in Planning Zone P-II becomes the first eligible area under Delhi’s 2018 Land Pooling Policy after meeting mandatory land pooling norms, paving the way for planned urban development.

New Delhi: Delhi Development Authority (DDA) has approved a change of land use for 40.2 hectares in Sector-8B of Planning Zone P-II in north-west Delhi. The move makes Sector-8B the first area to qualify for development under Delhi’s Land Pooling Policy, which was notified in 2018.
The sector includes land parcels falling in the villages of Garhi Khusro, Mukhmelpur, and Ibrahimpur. Officials confirmed that Sector-8B met the mandatory requirement of 70% contiguous pooled land — a key condition for implementation under the policy.
The proposal was initially approved on November 5, 2025, after which DDA issued a public notice inviting objections and suggestions. Following completion of the statutory process, the authority has now cleared the proposal and will forward it to the Ministry of Housing and Urban Affairs (MoHUA) for final notification.
Once notified, the sector will formally enter the development phase, allowing infrastructure planning and project execution to begin.
Sector-8B is the first among 138 designated sectors under the Land Pooling Policy to achieve eligibility. According to DDA officials, operational changes introduced last year made it easier for landowners and developers to complete pooling requirements and move forward collectively.
The Land Pooling Policy was incorporated into the Master Plan for Delhi-2021 and officially notified on October 11, 2018. Instead of acquiring individual plots, DDA aggregates voluntarily pooled land parcels, enabling integrated and faster development.
After infrastructure development, a portion of serviced land is returned to participating landowners. The remaining land is used for housing projects, commercial developments, roads, drainage systems, utilities, and public amenities such as schools and parks.
The policy covers 105 urban villages across six planning zones — K-I, L, N, P-II, and parts of P-I and J — with a total poolable area of around 20,422 hectares. These areas were divided into 138 sectors to enable phased implementation.
In September 2023, DDA also instructed power distribution companies to withhold new electricity connections in land pooling areas to prevent unauthorised construction and ensure compliance with planning norms, except in PM Uday colonies.
Officials said progress in other sectors will depend on landowners completing formalities and meeting eligibility conditions. With Sector-8B now cleared, it may set a precedent for faster activation of additional land pooling sectors in the capital.
