Bihar Government Floats ₹240 Crore Tender for Bihar Bhavan in Mumbai

The Bihar government has invited e-tenders for constructing a new Bihar Bhavan in Mumbai, aimed at providing accommodation, offices, and support facilities for residents visiting the city for official work and medical needs.

Bihar government has initiated the tender process for constructing a Bihar Bhavan in Mumbai, a project estimated to cost ₹240.16 crore. The proposed facility will serve as an accommodation and support center for people from Bihar visiting Mumbai for official work, medical treatment, and other purposes.

The tender has been issued by the Building Construction Department of Bihar, which is overseeing the project through its Construction Division No. 2 in Patna. Authorities have invited Engineering, Procurement, and Construction (EPC) bids from eligible contractors through the state’s e-procurement portal.

Officials say the upcoming Bihar Bhavan will include guest accommodation, office spaces, and essential support services, making it easier for Bihar residents to access government facilities while staying in Mumbai.

The project will be awarded through a two-bid system, which includes technical and financial evaluations. Contractors must first qualify in the technical round before their financial bids are considered.

  • The tender process began on 16 March 2026.

  • Interested bidders can download the bill of quantities from 25 March to 30 April 2026.

  • The last date for submitting online bids is 2 May 2026.

  • Technical bids will be opened on 4 May 2026, after which financial proposals will be evaluated.

Contractors participating in the tender must submit an earnest money deposit (EMD) of ₹2.50 crore as part of the bidding process.

Once construction begins, the project is expected to be completed within 30 months. The Bihar government aims to create a dedicated facility that will provide convenience and support for residents from the state who frequently travel to Mumbai.

Mumbai is a major hub for medical treatment, government work, and employment opportunities, which often brings a large number of visitors from Bihar. The proposed Bihar Bhavan is expected to serve as a centralized facility to assist these visitors during their stay.

Officials believe the project will strengthen infrastructure support for Bihar residents outside the state while improving access to accommodation and administrative services in one of India’s busiest cities.
