Greater Bengaluru Authority Clears 99% e-Khata Applications

The Greater Bengaluru Authority says over 99% of e-Khata applications have been disposed of within days, underscoring a shift to fully digital property services and warning citizens against middlemen.

Bengaluru: The Greater Bengaluru Authority (GBA) has disposed of more than 99.2% of all e-Khata applications received so far, marking a major milestone in Bengaluru’s transition to digital property services.

According to Special Commissioner Munish Moudgil, the authority has processed applications swiftly, with most cases being completed within an average of two days from submission. To date, GBA has received over nine lakh applications, reflecting strong public adoption of the online system.

Officials stressed that citizens no longer need to visit municipal offices or GBA counters for Khata-related services. The entire workflow—from application to approval and download—is now digital. GBA has also cautioned property owners and homebuyers against paying bribes or relying on agents who claim to “fast-track” approvals.

“Just apply online,” Moudgil said, reiterating that there is no requirement for in-person follow-ups. Applicants can submit requests through the official portal and track progress in real time using the online status checker.

To support users, GBA has set up a dedicated helpline (94806 83695) to answer queries related to e-Khata applications. Officials say this support system, combined with live tracking, has significantly reduced delays and confusion.

What Is e-Khata and Why It Matters

The e-Khata is the digital version of the traditional Khata certificate, introduced by the Bruhat Bengaluru Mahanagara Palike (BBMP) and other urban local bodies in October 2024. It serves as an official property record and is essential for paying property tax, applying for building approvals, securing bank loans, and completing property transactions.

With e-Khata now available online, property owners can apply, download, and verify records remotely, reducing paperwork and eliminating the need for multiple office visits.

Policy Boost: A-Khata Allowed for B-Khata Properties

Adding to the momentum, the Karnataka Cabinet on January 8 approved a significant policy change allowing A-Khata certificates to be issued for B-Khata properties located in illegal layouts under urban local bodies. The decision applies to buildings, apartments, and flats.

Law and Parliamentary Affairs Minister HK Patil described it as a policy move aimed at resolving long-standing property documentation issues and providing relief to thousands of owners.

Understanding A-Khata vs B-Khata

A B-Khata is a property record for assets that do not fully meet planning or regulatory norms—such as unauthorised layouts, constructions without sanctioned plans, or properties lacking occupancy certificates. While these properties are recorded for tax purposes, they often face restrictions on loans, approvals, and resale, leading to lower market value and legal ambiguity.

An A-Khata, on the other hand, signifies full regulatory compliance, making the property legally eligible for bank financing, approvals, and smoother transactions.

To address legacy issues, the state has approved the regularisation of B-Khata properties issued by the former BBMP up to September 2024, enabling eligible owners to upgrade to A-Khata status.

Digital Push Gains Momentum

Officials say the near-total clearance of e-Khata applications demonstrates the success of Bengaluru’s digital governance push. With faster processing, transparent tracking, and policy reforms supporting regularisation, the property ecosystem is expected to become more efficient and buyer-friendly in the months ahead.
